Introduction Department

1. Determining policies and developing executive programs in administrative, legal, welfare, financial, support, managerial and other related areas within the framework of organization's overall policies and strategies.

2. Designing a comprehensive plan for organizational renovation and administrative transformation within the framework of approved regulations, rules and programs.  

3. Leading, guiding and providing necessary grounds in order to realize administrative transformation plans in areas of laws and regulations, structure and formation, work methods, training and equipping human resources, and strengthening staff participation with the approach of reengineering structures and processes.

4. Planning, coordinating and overseeing preparation and development of organization's budget in cooperation with relevant units.

5. Budget allocation and appropriation among different units and overseeing their implementation.

6. Reviewing, studying and developing strategic policies and plans for human resource management.  

7. Planning, provisioning and expanding required financial resources from various sources.

8. Planning for supplying required statistics and information and establishing information dissemination sites.

9. Planning, coordinating and overseeing implementation of automation administrative system plans.  

10. Designing an evaluation system for in-service staff training courses to continuously improve the training programs.

11. Organizing and coordinating information systems and overseeing formation, establishment, categorization and maintenance of statistics on products of different domains.

12. Assisting in provision of necessary resources in order to improve quality and quantity of staff welfare affairs.  

13. Reviewing affiliate and subsidiary units' plans, activities and potential capacities; and pursuing and guiding their administrative transformation plans and performance evaluation in order to submit periodic reports to the Organization President.

14. Reviewing, planning and establishing coordination in delegation of duties and authorities to provincial units of the Organization while maintaining headquarter supervisory position; and organizing required structures and methods. Predicting ways for developing staff morale, welfare and extracurricular activities including sports, recreation, tourism and pilgrimage.  

15. Overseeing proper administrative and financial functioning of the Organization in order to correctly and swiftly perform duties and activities at the headquarters and provincial centers.

16. Supervising work methods of the Organization's units in order to eliminate redundant formalities and stages of activities and to increase efficiency and accuracy in workflow with emphasis on utilizing novel methods and technologies.  

17. Planning to determine staff training needs and overseeing preparation, organization and implementation of necessary programs in this regard.
